The Nigerian Senate
The Senate on Wednesday expressed concern over what it described as the growing menace of indiscipline across Nigerian society, warning that the trend poses a serious threat to national security, economic development, social stability and democratic governance.
The upper chamber consequently urged the Federal Government to introduce a comprehensive National Re-Orientation and Civic Responsibility Programme aimed at promoting discipline, patriotism, integrity and responsible citizenship among Nigerians.
The resolution followed a motion sponsored by Senator Dachung Pam Mwadkon (Plateau North), who drew attention to the increasing manifestations of indiscipline in various sectors of the country.
Presenting the motion, Mwadkon said discipline remains a fundamental requirement for national development, social cohesion, public order and respect for the rule of law.
He lamented that acts of indiscipline had become widespread, citing traffic violations, public disorder, vandalism, disregard for lawful authority, workplace misconduct, political intolerance, breaches of protocol at public events and the reckless use of social media platforms.
According to him, the trend has contributed to rising insecurity, erosion of societal values, weakening of institutions and declining public confidence in governance.
The lawmaker noted reports from communities, civil society organisations, educational institutions and the media indicating an alarming increase in anti-social behaviour, youth involvement in violence, abuse of public facilities and widespread disregard for established rules and regulations.
He attributed the problem to several factors, including inadequate civic education, poor parenting, youth unemployment, poverty, peer pressure, weak law enforcement, abuse of authority and a growing culture of impunity.
Mwadkon further observed that the erosion of moral values and the weakening of traditional and social institutions had worsened the situation, leading to a decline in responsible citizenship and respect for constituted authority.
He warned that if left unchecked, the trend could result in greater social disintegration, increased criminality, political unrest and a further decline in national values.
The senator stressed that effective civic education, value re-orientation, youth empowerment, parental guidance, responsible leadership and consistent law enforcement remain critical tools for addressing the challenge.
Following deliberations, the Senate resolved to express deep concern over the increasing level of indiscipline in the country and called on all stakeholders to take urgent measures to restore discipline, respect for the rule of law and civic responsibility.
The Senate also urged the Federal Government, through relevant Ministries, Departments and Agencies, to design and implement a robust national re-orientation programme focused on promoting responsible citizenship and national values.
In addition, lawmakers called for the strengthening of youth development initiatives, skills acquisition programmes, employment generation schemes and social intervention measures to address some of the root causes of indiscipline.
The Senate further urged public office holders, political parties, public institutions and community leaders to lead by example through conduct that promotes accountability, integrity and responsible leadership.
It also called on state governments, local government councils, traditional institutions, religious organisations, educational institutions and civil society groups to intensify public enlightenment campaigns on moral values, civic duties and respect for lawful authority.
The Senate maintained that sustainable national development can only flourish in an environment where citizens uphold their civic responsibilities and institutions enforce laws fairly, consistently and without discrimination. (The Nation)
