President Buhari
President Muhammadu Buhari has rejected Police Procurement Fund Establishment Bill, 2017 and two others.
This was contained in a letter addressed to the chambers of the Senate and House of Representatives on Tuesday.
In the letter, Buhari stated that his decline to assent the bills is in line with sections 58(4) of the Constitution of the Federal Republic of Nigeria 1999, as amended.
The Chartered Institute of Public Management of Nigeria Bill 2017 was also vetoed due to a lack of clarity over the scope of the profession of “public management”.
Explaining further, President Buhari said that this bill prohibits all persons who are not members of the institute from practising.
The Nigerian Council for Social Works Establishment Bill 2017 was declined due to the lack of lucidity over the scope of the profession of social works because it prohibits all persons who are not members of the institute from practising.
The reason for the rejection is based on a lack of clarity regarding the disbursement of funds as well as constraint issues regarding the powers of the National Assembly to appropriate funds allocated to the 36 state governments and 754 local governments.
“Additionally, this is in conflict with sections 80-82 and 120-122 of the 1999 constitution as amended,” the letter also reads.
