The American Embassy has refused to take responsibility for a retired U.S. Army officer currently receiving treatment at Bloom Medical Centre in Accra.

The officer, Amboree Harold Eugene, was first admitted to Narh Bita Hospital in Tema and later transferred to Bloom Medical Centre.

His landlord brought him to the initial facility in a critical condition but has since refused to accept any financial responsibility.

Bloom Medical Centre’s management reports that it has spent over $100,000 on his treatment, not including meals and other expenses.

Harold Eugene has specific tastes, preferring meals from KFC and hamburgers over locally prepared Ghanaian food.

The hospital spends about GHS 500 daily on his food.

When he doesn’t get his preferred meals, he reportedly defecates on himself and moves through the wards, making noise and defying hospital protocols.

Dr. Laurentiu Eugen Ilie, the country director for Bloom Medical Centre, said the hospital first informed the American Embassy about the veteran’s condition.

Embassy representatives visited the hospital, gathered information, and had management sign some documents.

However, the embassy has since refused to pay for his medical bills or take any other financial responsibility.

They explained that they could not accept responsibility for the retired officer because his stay in Ghana was not officially sanctioned.

Dr Eugen Ilie stated that discharging him would be a death sentence, which the facility does not want to do.

“If we discharge him, he will die. What I want is somebody from his family responsible to come to take care of him and take care of the bill. We have two components: life support and secondly, the bill.”

The hospital has spent a significant amount of money trying to contact an association for retired army officers in America, but all their efforts have been unsuccessful.

When asked if the hospital would continue treatment, Dr. Eugen Ilie responded, “What else can we do? We leave him to die? We don’t know how long we can keep him. We also have another issue. He wants to eat all the expensive food and not the normal food. He has refused to eat the local meals and prefers hamburgers, KFC and other expensive meals. Do you know what he is doing? When you refuse to give him the food he wants, he comes out to shout and make noise, poo-poos on himself.”

The doctor confirmed that Harold Eugene was brought to the hospital on life support on July 18, 2025, and has remained there ever since.

In an exclusive interview with the website, Amboree Harold Eugene said he arrived in Ghana about five years ago after retiring honourably from the Army.

He claims he was living on social security, but his benefits are currently not working.

He also disclosed that he has only a few months left on his rent.
