The Joint Unions of Tertiary Institutions of Kaduna State (JUTIKS) have demanded immediate implementation of the outstanding 30 per cent CONPCASS/CONTEDISS and other allowances.
Mr Usman Suleiman, Chairman of JUTIKS, made the demand at a press conference on Wednesday, following the unions’ meeting at Nuhu Bamalli Polytechnic, Zaria, Kaduna State.
Suleiman commended Gov. Uba Sani for implementing 70 per cent CONPCASS/CONTEDISS in October 2025.
The union chairman, however, said the governor’s promise to complete the outstanding 30 per cent by first quarter 2026 was unfulfilled.
The News Agency of Nigeria (NAN) reports that the meeting was attended by representatives of four Kaduna State-owned tertiary institutions and their respective unions.
The institutions are Nuhu Bamalli Polytechnic, Zaria; Kaduna State College of Education, Gidan Waya; Kaduna State College of Nursing Sciences, Kaduna; and Shehu Idris College of Health Sciences, Makarfi.
Suleiman said the unions also demanded implementation of the earlier 25 per cent and 35 per cent Federal Government wage allowances, urging Kaduna State Government to extend them to affected workers.
He said JUTIKS further demanded an establishment circular implementing the 65-year retirement age or 40 years of service for non-teaching staff, alongside tax exemption for Academic Earned Allowance.
The chairman said the unions were also demanding implementation of the Consolidated Academic Tool Allowance (CATA), representing 40 per cent of 100 per cent CONPCASS, for academic staff.
He added that the Consolidated Non-Teaching Tool Allowance (CONTTA), representing 35 per cent of 100 per cent CONTEDISS, should also be implemented for non-teaching staff.
Suleiman said both allowances had already been signed by the Federal Government and union representatives, stressing that their implementation remained necessary for improved staff welfare.
The JUTIKS chairman said implementing the demands would align Kaduna tertiary institutions with NBTE and NCCE standards, improve staff welfare and sustain industrial harmony across the state. (NAN)
