The Anambra State Executive Council (ANSEC) at its 11th meeting at the Light House, Awka on Monday, August 31, 2026 approved four major resolutions geared towards a better state.

The resolutions include, Review of Electricity Law to Curb Energy Theft and Vandalism, Bill for 4th Tier of Government – Community Administrations, Continued Payment of Salaries to Teachers in Mission-Returned Schools and Enforcement of Minimum Standards in Education and Health

It noted that the goal for the energy review is to ensure affordable and uninterrupted power supply.

A statement by the Commissioner for Information and Value Reformation, Dr Law Mefor, said that the Council resolved to amend the Anambra State Electricity Law, adding that the amendment will introduce stiffer penalties, including hefty fines and longer terms of imprisonment for energy theft and vandalism of electricity infrastructure such as transformers and cables.

According to him, the objective is to protect public assets, ensure consumers pay only for what they consume, and deter criminal and unpatriotic activities that disrupt power delivery across the state.

On the Bill for 4th Tier of Government – Community Administrations, he said: “Government is finalising a bill to establish Community Administrations in Anambra State as the 4th tier of government.

“Once enacted, community administrations will have clearly defined responsibilities and dedicated budgets. This is designed to deepen grassroots governance, accelerate development at the community level, and enable both the state government and LGAs to focus on broader strategic issues.”

On continued payment of salaries to teachers in mission-returned schools, Mefor said: “Council reaffirmed its commitment to education access and affordability. Of the 8,115 primary and secondary school teachers recruited by the Soludo administration, 3,500 were deployed to mission-returned schools.

“Despite this being an uncommon practice in the South East, government resolved to continue paying the salaries of these teachers in order to keep mission-returned schools affordable and accessible to vulnerable populations.”

On enforcement of minimum standards in education and health, the commissioner had this to say: “Council resolved to sustain and strictly enforce irreducible minimum standards in both the education and health sectors.”

ANSEC warned that Schools and health facilities that fail to meet regulatory requirements will continue to be shut down.

It explained that the measure is to guarantee quality control, eliminate quackery, and improve service delivery, even as it further reiterated Its commitment to strengthening public schools and hospitals to make them the first choice for Ndi Anambra.
