The Federal Government has invited Nigerians, businesses, investors and other stakeholders to submit proposals that could shape the Finance Bill 2027, as part of efforts to improve the country’s fiscal laws and make the economy more productive and competitive.
The invitation was contained in a notice issued by the Federal Ministry of Finance on Friday, titled “Call for Inputs into the Finance Bill 2027: Shaping Better Fiscal Laws for a More Productive and Competitive Nigeria.”
The ministry said the consultation was intended to obtain practical and evidence-based proposals that could improve Nigeria’s fiscal framework, strengthen the business and investment environment, increase transparency and accountability in public finance, and support sustainable economic growth.
It called on members of the public, businesses, investors, professional bodies, civil society organisations, academics, public institutions and other interested groups to participate in the process.
“The Federal Government invites members of the public, businesses, investors, professional bodies, civil society organisations, academia, public institutions and other stakeholders to submit proposals for the Finance Bill 2027,” the ministry said.
The government said it was particularly interested in proposals capable of identifying gaps in existing laws and providing workable solutions that could produce measurable improvements in the Nigerian economy.
The exercise is expected to cover taxation and revenue administration, fiscal policy and management, fiscal responsibility, transparency and accountability, financial and economic regulation, as well as other matters with significant fiscal implications.
On taxation, stakeholders are expected to make recommendations on tax policy, revenue collection, compliance, taxpayer services, tax certainty, incentives, customs and excise matters, and better coordination among revenue-generating agencies.
The ministry is also seeking ideas on how government manages revenue and expenditure, prepares and implements budgets, manages public finances and debt, and handles financial relations between the Federal Government, states and local governments.
Other areas open to proposals include budget discipline, financial reporting and disclosure, monitoring and accountability, institutional oversight, capital markets, investment, cross-border capital flows, anti-money laundering and financial reporting.
The consultation comes as the Federal Government continues to implement major tax and fiscal reforms designed to improve revenue collection while making the tax system simpler and more predictable for individuals and businesses.
The government’s approach is significant for businesses because changes to tax and other fiscal laws can directly affect operating costs, investment decisions, cash flow and expansion plans. For investors, clearer and more predictable fiscal rules can also influence decisions on whether to commit capital to the country.
The ministry said stakeholders should go beyond general complaints and submit practical recommendations backed by evidence and capable of addressing specific weaknesses in existing laws.
“This is an opportunity to help shape fiscal laws that can improve the ease of doing business and investment, strengthen tax administration and revenue mobilisation, promote fiscal transparency and accountability, reduce unnecessary regulatory and administrative burdens, and support productivity, competitiveness and sustainable economic growth,” the ministry said in its public notice.
The Federal Government’s decision to seek proposals before the bill is drafted also provides businesses and professional groups with an opportunity to present concerns arising from the implementation of existing fiscal policies and suggest changes they believe could improve the economy.
For small and medium-sized businesses in particular, proposed changes to taxation, compliance requirements and other regulations could have a direct effect on their ability to operate and grow. The consultation therefore gives such businesses an avenue to present practical challenges and propose reforms.
The ministry said submissions must be made by Friday, September 11, 2026, with stakeholders able to send their proposals through the designated email address, financebill2027@fmf.gov.ng, or the Federal Ministry of Finance’s online platform.
The Finance Bill 2027 consultation is part of the Federal Government’s wider effort to continuously review Nigeria’s fiscal framework as it seeks to increase domestic revenue, improve public financial management and create conditions that encourage private investment and economic growth. (This Day)
