The Universal Basic Education Commission (UBEC) has directed states to demonstrate readiness for the implementation of the federal government’s basic education reform programme, known as HOPE EDU, by November 15.

The commission warned that failure to meet the deadline will block access to the first round of disbursements.

Speaking at the opening of the Result Area 1 Thematic Regional Workshop in Kano on Tuesday, UBEC Executive Secretary, Dr Aisha Garba, described the gathering as a turning point in Nigeria’s quest to strengthen foundational learning.

Represented by the commission’s Director in charge of North East, Abdullahi Jarma, the Executive Secretary said the Structured Pedagogy Package (SPP) was the instrument of change that would transform classrooms nationwide.

“Result Area 1 challenges us to ensure that every Nigerian child can read, write, and count with confidence. The Structured Pedagogy Package is our instrument of change, from teacher training to transparent book supply chains.

“By November 15, 2026, your states must demonstrate readiness. This is not negotiable. It is the gateway to unlocking the first round of programme disbursements and, more importantly, the future of our children,” she declared.

Dr Garba emphasised that the workshop was not merely a training exercise but a defining moment.

She added that the knowledge gained was not for individuals alone but for unlocking the potential of millions of children.

“Together, we must lay a strong foundation that will endure for generations. We stand at the beginning of a journey with the power to transform basic education in Nigeria. Let us seize this moment, work diligently, and ensure that our deliberations lead to actionable roadmaps and measurable progress,” she said.

Programme Manager of the initiative, Mr Olumayowa Aleshin, explained that the reform, supported by the World Bank, aims to strengthen foundational learning through improved systems, institutional capacity, and technical support.

He stressed that the SPP will build capacity in teaching and learning materials, teacher training, and learning evaluations.

He explained that the programme, formally known as the Human Capital Opportunities for Prosperity and Equality (HOPE EDU), is a Federal Government initiative supported by the World Bank and is being rolled out in three phases of regional workshops across all six geopolitical zones.

The workshop brings together SUBEB directors and support officers from the North West and North East geopolitical zones and focuses on equipping states with tools, strategies, and accountability mechanisms to transform classrooms nationwide. (Daily Trust)
