The Federal Government has introduced a new Performance Management System (PMS) to replace the longstanding Annual Performance Evaluation Report (APER), in what officials describe as a landmark reform to improve accountability and efficiency in the public service.

To prepare for the transition, the National Senior Secondary Education Commission (NSSEC) on Wednesday opened a three-day sensitization workshop in Abuja, with all staff of the commission participating.

Speaking at the opening session, Executive Secretary of NSSEC, Dr. Iyela Ajayi, said the PMS represents a proactive and forward-looking framework that will directly align employee performance with organizational goals.

“The PMS is a proactive, forward-looking framework designed to align every employee’s performance directly with the Commission’s organizational goals, vision, mission and core values. This transition underscores a fundamental need to foster a culture of transparency, measurable outcomes and continuous improvement,” he said.

Dr. Ajayi commended NSSEC staff for their dedication, noting: “Your presence here is more than an attendance record; it is a powerful demonstration of your unwavering commitment to the mission and core values of our Commission and to the broader transformative agenda of the Nigerian Public Service.”

He explained that while APER offered retrospective assessments of staff performance, PMS will focus on setting clear goals, tracking progress, and ensuring that every staff member is recognized as a contributor to institutional success.

The workshop, he said, was designed to foster dialogue and collaboration. “I encourage you to use this opportunity to exchange ideas, share your unique insights and help us craft actionable strategies that will collectively strengthen our performance management framework,” he added.

Over the three days, NSSEC staff will be guided by experts and facilitators through the principles and practical application of PMS, with tailored solutions for the commission.

Declaring the workshop open, Dr. Ajayi said: “Let us seize this opportunity to learn, to grow and to reinforce our shared vision for excellence in national service delivery.” (Weekend Trust)
