Plateau State Governor, Caleb Mutfwang

Governors Caleb Mutfwang of Plateau State and Ademola Adeleke of Osun State on Wednesday presented their respective 2026 budget proposals to their state Houses of Assembly.

While Mutfwang presented a N914.86bn budget, Adeleke proposed a N705bn appropriation bill for the 2026 fiscal year.

Mutfwang’s proposal, tagged “Budget of Consolidation and Sustainability 2.0,” aims to address socio-economic challenges, strengthen security, and consolidate the gains of his administration.

According to him, the budget comprises N341bn (37.32 per cent) for recurrent expenditure and N573bn (62.68 per cent) for capital expenditure.

Presenting the estimates before lawmakers in Jos, Mutfwang said the 2026 fiscal plan was designed to serve Plateau people “sincerely and transparently,” with emphasis on people-oriented projects and programmes.

He said, “This budget, titled Budget of Consolidation and Sustainability 2.0, is proposed amidst our ongoing commitment to implementing people-oriented projects and programmes in the state.

“The total budget stands at N914,863,422,871.00, to be funded from internally generated revenue, the state’s share of FAAC, aids, grants, and the Capital Development Fund.”

The governor listed key priority areas to include agriculture and rural development, mining, industry, trade and investment, tourism, health, education, and infrastructure.

He explained that the 2026 proposal represents an increase of N306bn over the 2025 budget, with sectoral allocations as follows: administration (N125bn), economy (N232bn), law and justice (N21bn), and social services (N119bn).

Mutfwang appealed to the Assembly for an expedited consideration and passage of the budget to ensure early implementation, while the Speaker, Daniel Naalong, pledged the legislature’s commitment to speedy passage.

In Osun State, Governor Ademola Adeleke presented a N705bn Appropriation Bill for 2026, tagged “Budget of Economic Transformation.”

Presenting the estimates before the 26-member House of Assembly in Osogbo, Adeleke said the proposal was designed to consolidate on his administration’s achievements and ongoing infrastructural projects.

He disclosed that capital expenditure accounts for 55 per cent of the total budget, while recurrent expenditure represents 45 per cent.

According to the governor, “The total revenue consists of recurrent revenue, with the government’s share of FAAC amounting to N221.68bn and internally generated revenue projected at N199.57bn. Other receipts total N268.35bn.

“The expenditure comprises N317.41bn for recurrent expenditure (45%) and N388.38bn for capital expenditure (55%).”

Adeleke explained that the 2026 budget was prepared in line with the 2026–2028 Medium-Term Expenditure Framework as required by the Osun State Fiscal Responsibility Law 2012.

Highlighting his administration’s achievements, he said over 300 kilometres of roads had been constructed across the three senatorial districts, alongside several flyovers to ease traffic congestion.

“By the grace of God, we have delivered over 75 per cent of the road projects embarked upon by this administration, and we will not leave any project uncompleted,” Adeleke stated, reaffirming his commitment to prompt payment of salaries and pensions.

He also cited the Imole Medical and Surgical Outreach, which provided free healthcare across the six federal constituencies, as part of ongoing social interventions.

Responding, the Speaker, Adewale Egbedun, praised the governor’s transparency and prudence in managing state finances despite fiscal constraints.

He said, “Your Excellency has displayed exceptional leadership and composure in navigating the state through challenging times. The implementation of previous budgets has produced measurable outcomes in infrastructure, education, healthcare, social inclusion, and workers’ welfare.”

Egbedun promised that the House would thoroughly scrutinise the appropriation bill to ensure it reflects the aspirations of Osun residents. (PUNCH)
