Reps summon provosts of cooperative colleges over budget submissions

The House of Representatives Committee on Agricultural Colleges and Institutions has summoned the Provosts of the Federal Cooperative College, Ibadan, and the Federal Cooperative College, Oji River, over the non-submission of their 2024 and 2025 capital budget.

In a letter dated October 21, 2025, and signed by the Committee Clerk, Abubakar A. Sadiq, the Committee expressed concern that the affected institutions had failed to appear before it as scheduled, despite previous notifications.

The letter, titled “Re-Request for Submission of 2024 and 2025 Capital Budget and Invitation for a Meeting,” reminded the Provosts that their appearance and submission of the relevant documents were critical to determining their institutions’ budgetary provisions for the 2026 appropriation year.

The letter read in part: “I am directed to remind you that the committee has not received your submissions on the above subject matter, and you did not appear before the committee on the day allotted to your agency.

“You are by this letter reminded that your appearance and submission of these vital documents will go a long way to determine your budgetary provisions for 2026 appropriations.

“You are hereby requested to appear unfailingly before the Committee with your Director of Procurement and Director of Finance”

The committee directed both Provosts, along with their Directors of Procurement and Finance, to appear unfailingly before it on Thursday, October 23, 2025, at 2:00 p.m. in Conference Room 028, New Building, House of Representatives, National Assembly Complex, Abuja.

It warned that failure to honour the invitation could affect the colleges’ 2026 budget consideration, urging full compliance with the legislative oversight process and cooperation with the Committee.

It would be recalled that the Federal Cooperative College, Ibadan, and the Federal Cooperative College, Oji River, were among the three cooperative colleges named by the Nigerian Education Loan Fund (NELFUND) as part of 200 tertiary institutions that failed to upload their students’ data to the Student Loan Application System (SLAS) for the 2024/2025 loan cycle.

NELFUND disclosed that institutions yet to comply include universities, polytechnics, and colleges of education across the country. Among them are Abubakar Tafawa Balewa University (ATBU), Nnamdi Azikiwe University, and the Polytechnic Ibadan.

According to the agency, the failure of these institutions to submit the required data has hindered their students from accessing the federal student loan scheme.

In a statement issued by the Director of Strategic Communications, Mr. Oseyemi Oluwatuyi, NELFUND announced a 48-hour extension—beginning from midnight on Sunday, October 12, 2025, to midnight on Tuesday, October 14, 2025—to enable the affected institutions to comply.

“The extension is to ensure that all eligible students are verified by their institutions for the ongoing 2024/2025 loan application cycle,” Oluwatuyi said. “Institutions must upload student information to the SLAS to enable their students to benefit from the scheme.” (The Guardian)
