The Nigerian Union of Local Government Employees (NULGE), Ebonyi State chapter, has urged Governor David Umahi of the state not to sign the Voucher Officers’ Bill enacted by the state’s House of Assembly into law.
In a statement issued in Abuja on Saturday by Mr. Leo Nkah, the president of the union in the state, the union observed that the move to create Voucher Officers by the assembly ran contrary to existing Civil Service Rules.
“The convention across the Unified Local Government System of the Federal Republic of Nigeria and the Federal Civil Service is for Accountants and Administrative Officers (Head of Personnel Management in the case of Local Governments) to sign cheques and other instruments of withdrawals from the bank.
“There is no logic that can be used to justify the creation of Voucher Officers in the 13 constitutionally gazette Local Governments of Ebonyi.
“The Local Government Service Commission and NULGE should have been consulted before such sensitive legislation was enacted.
“We, therefore, called on the governor not to sign the bill until it was reviewed critically in order to save the local government system from degenerating.” (NAN)
