On 10 June 2026, armed men disguised in military uniforms descended on Iluke community in Kogi State. They disrupted an ongoing West African Senior School Certificate Examination and began herding students towards the bush.

Acting on credible intelligence supplied by members of the community, troops of the Nigerian Army’s 12 Brigade, supported by local security personnel, intercepted the attackers.

A gun battle followed. One attacker was killed, while several others escaped with gunshot wounds. Most importantly, every student was rescued unharmed. According to newspaper reports, the Kogi State Government described the operation as having prevented “what could have been a devastating mass abduction.”

Only weeks later, troops of Operation HADIN KAI foiled coordinated attempts by the Islamic State West Africa Province to infiltrate Maiduguri through the Muna Garage, Shuwari Village and Ajilari Cross corridors.

Acting on intelligence and maintaining defensive positions before dawn, the troops repelled the attackers before they could penetrate the city. Residents awoke to another ordinary morning, largely unaware of what had almost unfolded while they slept.

These episodes share one defining characteristic: their greatest achievement was not what happened, but what did not happen.

There were no prolonged hostage negotiations. No weeks of anguished families waiting for proof of life. No global headlines recalling Chibok or Kankara. No fresh national trauma added to Nigeria’s already painful history of insecurity.

That is the paradox of modern national security: its greatest victories are often invisible.

Citizens naturally judge security by what they can see. Bombings, kidnappings, armed attacks and casualty figures dominate public consciousness because they are tangible. Prevention, by contrast, leaves little visible evidence.

A disrupted terrorist plot rarely trends on social media. A kidnapping that never occurs generates no breaking news. Weapons intercepted before reaching criminal networks produce no dramatic footage. A terrorist financier arrested after months of painstaking investigation attracts only a fraction of the attention commanded by an exchange of gunfire.

Yet these unseen interventions are precisely what allow societies to function.

This represents a profound evolution in the philosophy of national security.

For much of modern history, security institutions were organised principally around response. Violence occurred first; governments reacted afterwards. Success was measured by how quickly troops arrived, how many hostages were rescued or how effectively perpetrators were neutralised after the fact.

Today, the most capable security systems pursue a different objective: ensuring that as many attacks as possible never happen.

The distinction may appear subtle. In reality, it changes everything.

Intelligence becomes the first battlefield.

To many people, intelligence evokes cinematic images of espionage and secret agents. In reality, it is painstaking and methodical work. Analysts assemble fragments of information gathered from communities, intercepted communications, financial transactions, surveillance, border reports and digital platforms.

Each fragment may appear insignificant in isolation. Taken together, however, they can reveal patterns that enable authorities to intervene before violence materialises.

The rescue at Iluke illustrates this principle. It was no accident that soldiers arrived while the attack was unfolding. According to the Nigerian Army, the deployment followed credible information supplied by vigilant members of the community.

Citizens noticed something unusual. They spoke up. Security agencies responded. A potential national tragedy was interrupted before it became history.

The lesson extends well beyond the battlefield.

Modern terrorism depends as much on logistics as it does on ideology. Weapons must be purchased, funds transferred, motorcycles acquired, communications maintained and safe houses secured. Every successful attack rests on a chain of preparation.

Breaking that chain is often far more effective than confronting attackers after violence has begun.

This explains why financial intelligence has become one of the least celebrated but most consequential dimensions of national security.

A frozen bank account will never appear as dramatic as an armed confrontation. Neither will the conviction of those who provide material support to terrorist organisations. Yet depriving violent groups of funding can prevent multiple attacks that might otherwise have become possible.

The same preventive philosophy increasingly shapes law enforcement.

In July 2026, the Nigeria Police Force announced the successful prosecution of two men convicted of unlawfully transporting prohibited firearms and ammunition while providing support to terrorists.

Investigators recovered a PKT machine gun, hundreds of rounds of ammunition and the vehicle used to transport the cache. The convictions represented far more than a courtroom success. Every weapon prevented from reaching terrorist hands is potentially an attack denied.

Technology has expanded these preventive possibilities even further.

Today’s threats are no longer confined to forests or remote villages. Criminal networks exploit encrypted communications, digital finance and online recruitment. Security agencies must increasingly rely on surveillance technology, forensic science, cyber intelligence and advanced data analysis to identify threats before they mature.

Most citizens never notice these capabilities because successful cyber defence is measured by normalcy. Banking systems continue to function. Airports remain operational. Telecommunications networks stay online. Daily life proceeds uninterrupted.

Again, success looks remarkably like nothing happening.

Equally significant is the growing emphasis on coordination.

No single institution possesses all the information required to confront contemporary security threats. Military intelligence, the Department of State Services, the Nigeria Police Force, the Nigeria Immigration Service, the Nigeria Customs Service, financial intelligence agencies, the Nigeria Security and Civil Defence Corps and local security groups each hold different pieces of the same puzzle.

In musical terms, national security resembles an orchestra rather than a solo performance. Every institution contributes a different instrument. What matters is not individual volume, but collective harmony.

The Senate acknowledged this reality in June 2025 when it formally commended troops of Operation HADIN KAI for foiling coordinated terrorist attacks in Buratai and Mallam Fatori—operations that restored security across several communities and prevented insurgents from expanding their control in Borno State.

Community partnership remains perhaps the most undervalued pillar of prevention because the first warning rarely comes from a satellite.

More often, it comes from a farmer who notices unfamiliar movement across farmland; a commercial driver who observes suspicious passengers; a traditional ruler who detects unusual activity; or a market trader who overhears conversations that seem out of place.

When shared promptly and analysed professionally, these seemingly ordinary observations can make the difference between a successful attack and a failed conspiracy.

That is why trust matters.

Communities cooperate with institutions they believe will respond responsibly. Institutions perform better when communities regard them as partners rather than distant authorities. Prevention flourishes where confidence exists on both sides.

None of this suggests that Nigeria has overcome its security challenges. Far from it.

Terrorism, banditry, kidnapping and organised crime continue to inflict immense suffering across parts of the country. Every successful attack is one too many. Every innocent life lost represents a national failure that demands honest reflection rather than complacency.

Nor should preventive successes become an excuse for avoiding accountability. Security institutions must operate transparently and lawfully and remain subject to democratic oversight. Public confidence depends as much on institutional integrity as it does on operational effectiveness.

Yet acknowledging persistent challenges should not blind us to genuine progress where it exists.

Preventive security suffers a peculiar injustice: it becomes a victim of its own success.

Catastrophes that never happen leave no monuments. Newspapers rarely devote their front pages to disasters successfully prevented. Television cameras cannot film tragedies that never unfolded.

History, almost by definition, records what happened. It seldom records what was stopped.

Perhaps it should.

The truest measure of national security is not merely the courage displayed after violence erupts. It is also the patient, disciplined and often unseen work that prevents violence from erupting in the first place.

The strongest nations are not simply those that respond effectively to crises. They are those whose intelligence systems, institutions and communities become so adept at anticipation that many crises never materialise.

Their greatest victories pass unnoticed because ordinary life continues. Children return safely from school. Markets open. Aircraft depart on schedule. Families gather for dinner. Citizens complain about traffic instead of terrorism.
