State laws are mini federal laws and as such, must be enforced by police run by federal govt since d states do not run d police and do not have anything in place of that that is as active as d federal police in d states. It is not that the criminal elements in the society are more in number and superior in strength to the law abiding citizens but institutional principles of security favour these criminal elements: the ethnic and religious fanatics with skewed and convoluted doctrines in the national security apparatuses covertly aid the crises. When Ghana was killing Benue people like chickens Ortom was more supportive than condemning him. Many Benue people are still being killed through the TV/Jukun crisis but Ortom doesn't talk of it because he is seeing it as family affair.
