This is absolute bunkum. The real reason for the late renovations is because distance learning just vacated the hostels. Everyone knows that Unilag makes tons of money from this program and can thus decide to toy with the lives of the full-time students. My only consolation is that my last child is in his final year and I won't have anything to do with this university anymore.
